CGHS Room Entitlement for Beneficiaries

Treatment Package Treatment package for all wards, includes following charges

  • Admission charges,
  • Accommodation charges,
  • ICU / ICCU charges,
  • Monitoring charges,
  • Operation charges,
  • Anesthetic charges,
  • Theatre charges,
  • Cost of drugs and disposable surgical expenses,
  • Physiotherapy charges in hospital,

If one or more lower level treatment procedure become part of a major treatment procedure, then the package expenses would be charged against the major procedures. The half amount of actual charges billed for the minor treatment procedure would be included in the package amount of the first major treatment procedure.

CGHS Room Entitlement for Semi Private Ward

CGHS Room Entitlement can be decided as per the basic payment/ pension amount. Those are mentioned as follows.

Basic Pay/ Pension per month ——————- Entitlement

Up to INR. 13,950/­ ——————————–­ General Ward

INR 13,960/­ to 19,530/­ —————————­ Semi­private Ward

INR 19,540/­ and above ­————————–­ Private Ward

Importance of Semi Private ward

In Semi Private wards, around one or two patients can be accommodated where as in General wards, more than 2 patients can be accommodated according to the size of the hall. Computerized nurse calling system and toilets are well cleaned in Semi private wards. In general wards, there are common toilets (may or may not be cleaned a always) and common telephone to communicate nurse for any emergency cases.

Query:  My wife was a holder of CGHS card and she was ill and died in hospital. Please let me know the procedure to get MRC?

Answer: You need to apply to CMO I/C of WC with following documents:

  • Fill up MRC forms duly as per Checklist
  • Death summary copy
  • Vouchers in original
  • Hospital bills with break­up
  • Valid CGHS Card copy
  • Certificate of death
  • In order to mention you as the Legal Heir in claim document , make an affidavit on Stamp paper and get NOC from other legal heirs
  • Photocopies of all hospital documents

Query: Now my basic pay is INR 12,450/- and after 1 month, my basic pay will be increased to INR 13,960/­ and I have already received the increment letter. So can I get CGHS Room entitlement for Semi Private Ward today?…..J.M. Waheed.

Answer: No, you will not be entitled to Semi Private Ward and only General ward can be entitled to you now, because your current month salary is below INR 13960/-. At present, the CGHS Eligibility for Semi Private Ward can be decided if the basic payment is between INR 13,960/­ to 19,530.

After 7th CPC new CGHS Room Entitlement as per the basic payment/ pension amount.

          No. The rates which are mentioned above is based on 6th cpc whereas your basic is as per 7th cpc. As far as I know, the starting basic pay of 4600/- grade pay will be elegible for semi private ward, below it it’s for general ward only.

    After my retirement on 31/7/2007 from CRPF I was issued with CGHS pensioner card in 9/2007 with entitlement as “Semi private” accommodation against my basic pay 13930. During 2015 when plastic card issued , entitlement is shown as “General Ward”. My revised basic pay is 23460 + grade pay 4800 from 1/8/2007(6th PC)., and basic pension 11730. Am I not entitled to higher accommodation.

        My basic pay 13930 shown is of pre-revised scale to 6th pay commission report 2006. After 6th pay commission my basic pay was revised to 23460 + 4800(grade pay) from 1/8/2007. Basic pension to 11730. So I should be entitled to private ward.Please confirm.

    Sir I got operated to my daughter for FIBROLIPOMA in a recognized hospital and the total bill was raised by the hospital was around Rs. 33,000/-. My office has paid only Rs. 7,188/- and now the hospital is asking me to pay the remaining amount as I availed the credit facility from the office. I am eligible for semi special/ semi private ward as per my eligibility. I would like know if the above said treatment is under the CGHS package or not.if it is not under CGHS package or under uncoded what is the total percentage of amount can be paid to the hospital on total bill amount. Pl. guide me in this regard. And also it is requested know the room rent, Surgeon charges & operation cost as per my eligibility.

      Semi-private rooms simply means shared room with other patients. It can be 2 patients or 4 patients in 1 room depending upon hospital. Of course there is room rent limit.

    While I retired from Central Govt. service on 31.5.2016, my pay was at Rs.13880/- plus Grade pay at Rs.4600/- and CGHS Card issued to me as General ward accommodation. Now my pay has been revised at Rs.47600/- w.e.f.1.1.2016. Please issue CGHS card as semi private accommodation in lieu of General accommodation CGHS card as an earlier as possible.

      Please earlier of my requested dated 7.10.2016,28.10.2016 and 16.11.2016 pertaining to issue of Semi Private accommodation CGHS Card in lieu of General Ward. My Basic Pay had been revised at Rs.47800/-. w.e.f. 1.1.2016 I was retired on 31.5.2016.While I retired from Central Government Service my basic pay was at Rs.13880/-+GP Rs.4600/-. It is treated as my pay at Rs.47800/-as on date May,2016. You may please change category of my CGHS Card No.3804807 as well as my family as at an early date.

        You have to contact Assistant Director (AD) or Joint Director (JD) office of your city. These things can’t be done online..

        I would like to inform you that my pay re-fixed from Rs. 47,600/- to Rs. 55,200/- w.e.f.1.1.2016, consequently on bunching of stages in the revised pay structure under Central Civil Services (Revised Pay) Rules, 2016 with reference to Office Order No. 3/2017 dated 13th January, 2017 and F.No. A.11014/2/2016-E.II Ministry of Commerce & Industry Department of Commerce, E.II Section. Even after a number of requested dated 7.10.2016,28.10.2016 16.11.2016 and 16.12.2016 pertaining to change in Semi Private accommodation of my CGHS Card No.3804807 (whole life) as well as my family’s members Cards has not been renewed so far nor intimated. Please once again I request you to send your comments in this regard at an early date, so that I could be take further necessary action.

    Contribution for G.P. holders 4600 to 6600 is the same at Rs. 325/- p.m., then why the facilities provided are different making disparity and doing injustice to some whose basic pay(without G.P.) doesn’t reach 19560/- p.m.

    Madam,I would like to know the following on priority.my father aged 85 years took VRS from DLRL ministry of defense Hyderabad as Scientist D in 1986 in the then scale of 1500-2000 and acquired life time Pensioner card by paying DD as per then rates.his pension was fixed at ₹1386/-and given semi private ward.as on date his pension is ₹53000/-and the post held corresponds to level 12 which entitles him for private ward.he applied online for plastic card for private ward but was given semi private card again.please clarify whether he has to remit any DD for upgrading to plastic card as per present entitlement as the CGHS at Hyderabad is not guiding him properly.vijaymay1964@yahoo.com.

    As per 3rd pay commission there and four types of accommodation and in 7th pay commission also same where continued due to that hospital staff r enjoying with money, after 6thpay commission all employees are eligible for 3ac in travelling please consider general ward as shearing ward, pravite ward ,
    And ac room for officers so that it will be helpful to employees and hospital will be raducing the rates for common people in india

    As per 7th CPC my basic pension is Rs32948/-(@2.57 formula), but at the time of retirement(30.04.2007) my pension was fixed as per 5th CPC formula and entitlement of wards mentioned semi private wards. Can I apply for change the semi private to private wards? My pension according to 6th CPC was 12820/- .At the time of fill up the application for plastic cards all the documents( revised ppo copy) were enclosed but the entitlement of wards could not corrected.     I am a serving central Govt employee and a CGHS beneficiary at Chennai, i.e. my address under which CGHS card is allotted is at Chennai. I have a few question regarding it. Please answer my query.

    My queries are following-

    1. If my wife goes to Barrackpore (West Bengal) for any vacation or tour etc (i.e. my hometown, nearest CGHS city is Kolkata), can she go to any CGHS wellness center there in Kolkata,

    as Barrackpore does not come under CGHS area ? I read that anyone with valid CGHS card can go to any CGHS wellness center in India and no permission

    is required what so ever from anyone. Am I true ? Or as Barrackpore does not come under CGHS, she has to go to AMA doctor in spite of having a CGHS card ?

    2. If I am at my hometown for vacation, Barrackpore, can I go to any Wellness centre in Kolkata for treatment ? Any permission letter is required ?

    3. If I take sanctioned EOL (Extra Ordinary Leave) without pay, such as for higher study for 3 years; can I avail CGHS facility within that 3 year period ?

    4. If I get a transfer to Mumbai and my residence comes under CGHS area, will I have to change the CGHS card, i.e. whether I have to submit the old card and apply

    for new CGHS card at Mumbai ? Or as the residence at Mumbai comes under CGHS area, it is at my discretion whether I want to change address of my CGHS card or not ?

    5. If I or my wife seek emergency medical facility when we are at Barrackpore (Non-CGHS area), can we avail CGHS facility at CGHS empanelled hospitals/diagostic centers without going to Wellness center ?

    As you directed to contact the local authority for entitlement of ward etc. if it is from office it self then what to do? can we go to office for rectification and correction of actual entitlement. some times it is not possible for retiree persons bcoz. of illness, then what should be the next steps. mam why not the hospitals are direct to do so .     my mother was admitted in METRO hospital, shaadi pur new delhi, under emergency. when shifted in general ward after ICU, ( her entitlement) I asked for semi private ward. the hospital administration charged the difference of ward rent not as per CGHS rates (i.e. semi private ward rent- rs 2000/- less general ward rent-rs 1000/- i.e. Rs 1000/- ) but semi private ward rent for general public rs 3300/- less general ward rent for cghs ie rs 1000/-. I paid the difference rs 2300/-.
    my querry is:- is there guidelines in CGHS where difference of rent of both the the wards is to be paid as per CGHS approved rates?

    My father is a cghs beneficiary pensioner. If he goes to the emergency of an empanelled hospital: can he charge from him the full rate and not the cghs rates even after producing the cghs card. In this hospital he is the regular patient of dylisis.

    Sir i admiited in empanelled hospital (Cghs) and discarged me after 5 days. Hospotal charged me 4 days aconmodation charge as admissible and further charged for nursing carge of rs 1500 for 5th day. It is requested whether the 1500 rs chaged by hospital is genuine or may be need to revise . Discharged from hospita at 1700 hrs on 5th day.

    My entitlement is general ward. If I need semi private ward in cghs empanel hospital, paying difference of general ward to semi private. Hospital will take difference from cghs rate or their normal rate. Pl clarify.

    I got VRS ONn 1 march1996. At that time my pension was fixed on Rs.7475/ and was entitled for general ward. After 6th CPC, as per om no 38/37/08 P&PW(A) dated 4/6/16 for delinking of revised pension from qualifying service of 33 years, my pension is fixed in pay scale 10,900-34,800 Rs 7865/, 50% 0f 15,730/-. Am I entitled for change in category of ward as per new pension.

    While in service basic pay is Rs.80,000/- and eligible for private ward as per 7th cpc. after retirement basic pension is Rs.40,000/- as per pension hospital eligibility is General Ward. My question is : a person before and after retirement is diseases are same and treatment also same but eligibility is Private to General i think it is not correct. we respect senior citizens. Why didn’t they take eligibility for CGHS last pay drawn i.e. Rs.80,000/- and private ward. what is the criteria to take only basic pension ie. Rs.40000/-. My request is to consider basic pay as on retirement not basic pension. pl answer.

    Dear Madam, I am a CGHS card holder. I retired on 28.02.1995 under the pay scale of Rs.7300-200-7500-250-8000 and my notional pay was Rs.7750. Under the 7th Pay commission, my basic pension has been fixed at Rs.102700. What is my ward entitlement?

    I am entitled for General Ward, my father has Cancer (Lungs) and being treated at Rajiv Gandhi Hospital, Rohini Delhi. , the hospital is not impanelled under CGHS, charged 3400/- per day for General Ward.

    Is their any provision under CGHS rule to reimburse the full accommodation charges?

    or

    Special provision for Cancer patient?

    Sir,
    I am treated of Lap cholecystetomy as per (CGHS pkg No.502 Rs.21821 ) and the total Hospital bill amount is 78599 including bed room Rs.14000 for 7 days. as per sami private room charge. but my office has tell me pkg rate already included room rent hence rs. 14000/- has not been pay. it this correct or not pl guide us to me.

    One of my close friends, who is a pensioner with CGHS ward entitlement for Private Ward is hospitalised on emergency basis due to severe Pancreatitis in a nearby, but non-empanelled hospital. The only single bed available in the hospital is of Deluxe category having rent of Rs.6000/- per day. He is also shifted to ICU on the second day. Will he get full expense as reimbursement due to emergency admission? what will be the room rent and ICU rent he will get? Is he entitled for entire cost of drugs used?
