CGHS Benefits for Pensioners

At present, the CGHS Beneficiary issues are being raised more in case of Central Govt. Servicing and retired employees. So there are many resolutions has made by Department of Ministry of Health and Family Welfare.

Main CGHS Benefits for Pensioners

CGHS department will bear major Treatment expenses in the old age of the pensioner as well as his eligible family members, when his monthly earning is very low i.e. dependent on only pension amount.

CGHS Beneficiary list is the detail of those people who are residing with the CGHS card holder and completely dependent as per CGHS guidelines. Also, disable son above 25 years old is eligible to be included in the CGHS beneficiary list.

Some queries and cases are being explained below.

Query: I have one servant, who has been providing personal service to me and my family since last 30 years and completely dependent on me for his survival. Can I include his name in my dependent family member list? … Sushil Thakkar, Mumbai

Answer: Yes. He can be included in a list of your family members to get the benefits of CGHS facilities during any illness, he or she or any of his listed family members has suffered from. But, everything is restricted in non-CGHS area or non-listed hospitals for CGHS card holders. So the CGHS card holders should choose the residence located in CGHS facilitate cities and well communicated to CGHS authorized hospitals.

Query: After retirement from service in 2008, I got a Lifetime Pensioner card for CGHS issued in Chennai. Now I am shifting to my native city Dehradun. Can I use the same CGHS Card in Dehradun, which was issued in Chennai? Do I have to pay again?

Answer: When Pensioners are being shifted from one CGHS facilitate city to another, will have to apply to the Additional Director of previous city for transfer of CGHS card. The card will be transferred through online procedures and a receipt will be provided to the beneficiary, through which, Adl. Director of the new city (Ahmedabad) will receive the information. Same Plastic cards with same Beneficiary ID will be valid. No extra contribution amount is to be paid in respect of pensioner beneficiaries holding life time cards.

      sir, i am working in ONGC-MRPL, staying in Mangalore, my Late father was a central govt. employee, so my mother is a pensionnaire, used to stay in Hyderabad, covered under CGHS. our nearest empanelled hospital is in Bangalore, which is around 350km from Mangalore. she is not feeling well, she has fluid retention in her body, she has to get admitted, she wants to stay only in mangalore and not anywhere else. there is no CGHS empanelled hospital in Mangalore.

      Now,
      which non-empanelled hospital should i make her admit to?
      should i wait and admit till it becomes emergency or can i do normal admission?
      whom should i inform about admission-CGHS BANGALORE OR CGHS HYDERABAD?
      what should i inform like?
      Hospital says, admit her on CASH, PAY NOW, GET DISCHARGED, GET REIMBURSEMENT.
      what if hospital, over-charges and CGHS doesn’t fully reimburse?

      GET DUPLICATE CGHS CARD

      1. The holder of the CGHS card is personally responsible for its safe custody.

      2. In case of loss of a CGHS card or a temporary index card. It shall be incumbent on the card holder to report the loss immediately to the Office of the Additional Director (HQ), New Delhi and also to the Ministry or Office which sponsored the requisition for the issue of the CGHS card.

      3. On receipt of a report from the card holder about the loss of the CGHS card., the Ministry / Office concerned shall send a Report to the Office of the Additional Director (HQ), CGHS, and New Delhi giving full details of the circumstances leading to the loss of CGHS card.

      4 In case the lost CGHS card is subsequently found, the Office of Additional Director, CGHS shall be informed and in case a duplicate one has been issued in the meantime, the original CGHS card shall be returned to the Office of Additional Director, CGHS for cancellation.

      5. A penalty of Rs.50 shall he imposed on the person concerned for the loss of the CGHS card. The penalty once deposited will not be refunded even if the CGHS card is subsequently retrieved.

      6. The loss of CGHS card shall be recorded by the Ministry / Office concerned in the remarks column against the relevant entry in the Register of CGHS cards maintained by them in the prescribed Form ‘E’.

      7. The Ministry of Health and Family Welfare may in special circumstances and for the reasons to be recorded in writing, waive the penalty charges for the loss of a CGHS Card in any particular case.

      8. Besides the recovery of penalty charges, a Government employee who fails to give a satisfactory explanation for the loss of CGHS card(s) issued to him /her, would be liable to disciplinary action.

      9. In the case of the loss, mutilation of CGHS card, a temporary card will be iIssued only after the penalty charges for such loss or mutilation, as the case may be, have been deposited by the concerned employee.

      10. Penalty for Mutilation of the CGHS card before the period of expiry is Rs 50/-.

    Query- My father was working in Doordarshan Kendra Lucknow and got retired on 31st july 2016 & unfortunately died on 2nd Aug 2016 due cardiogenic shock, and on the other had on same day of father expiration my mother got admitted in CGHS -approved hospital in imergency as a case of semi-coma condition and meanwhile as father had got retired on 31st july16 so consequently after retirement CGHS card wasn’t issued .

    Now Mother is been admitted for more than 32 days in hospital, on contacting at CGHS- office Lucknow we were guided until and unless your PPO order is not issued we are only Public to CGHS.

    And Now PPO is issued in name of my Father , now again on contacting CGHS office again , we were guided we need PPO order against name of my mother as father is dead as of now.
    Until and unless PPO is not issued against name of my mother we couldnt avail CGHS facility .

    am i eligible for cashless treatment or reimbursement as bill is bit huge???

    For a retired govt servant having CGHS card, can the dependent beneficiary have his /her card registered to a different CGHS Wellnes Center than the primary beneficiary? For example, Husband (Primary Card) is registered with RK Puram dispensary and wife (Dependant Card) is registered with Noida dispensary?

    my cghs card is only for indoor treatment and regd at Ahmedabad but i live in Surat after retirement in 1997 . i get FMA. Now my wife needs knee replacements and needs hospitalisation. CGHS informed me to bring patient for reference to specialist etc, Can i get cashless treatment at Ahmedabad from impaneled hospital. I am 78 yrs and physically very now and want to avoid reimbursement.

    I m pensioner entitled for impatient treatment only as i live in non-cghs area and get FMA.Recently i got cashless treatment for both knee replacements of my wife age 76 yrs plus in empanneled hospital at Ahmedabad though i live in Surat 260 KMs away.Though i submitted application for permission for indoor treatment and followup treatment, cghs Ahmedabad gave me a reference letter for any empanneled hospital of my choice. There is no of cashless followup treatment. On query they told that I followup is OPD so i cannot get free treatment.I was in problem and I did not want the issue to discussion. In MHFW website i find that in cases of knee replacement etc of followup beneficiary is eligible to get followup treatment with prior permission of CMO I/c. Patient was admitted on 21 Oct operated on 22 Oct for one knee and again on 25 Oct for second knee and discharged on 27 Oct 16.She was not in good condition to travel. This hospitalization is based on package i.e. 4 nights and five days whether it is done for one knee or both. Her condition was not fit for both knee surgery at a time so the Hosp was kind to increase a day but refused to stay for one more day.They told that they cannot due to package fixed with CGHS or they might have contacted CGHS for extension and which might have not been agreed.. Any way may I know what is rule position regarding compulsory followup treatment. How Can I get prior permission for followup.
    Another query is that I am not interested to Get FMA which is Rs 500/- at present. I tried to stop from pension paying bank. They advised to contact their head office Delhi. I contacted HO but they advised to get written letter from Central Pension Authotity. On contact they told to get permission from Min of Health & Family welfare. I sent two letters frist to DG CGHS another to Minister in April 2016 but NOT received even acknowledge. Kindly helo me what i should do. Thank you Nand Kumar Awasthi

Is he eligible to apply for the card now ? What are the annual charges he has to pay for this Card ? Will my mother be also covered under this card? Please help me to get this done if possible.

    I am retired from 2003 March and I am holding CGHS card for myself and my family. Where I am residing in a non CGHS Wellnes district and one way is more than 8 hrs journey and to spend about Rs 500/- for one trip to reach CGHS dispensary. During April 2016 myself and Mrs had some illness and we went to SITHARAM Ayuveda hospital which is seen empaneled Ayurveda hospital in Trichur(Kerala). The doctor checked and advised some medicines and need to admit there to continue medicines etc for about 3 weeks. Accordingly on my request he issued an certificate/letter for obtain NOC from CGHS department. After that I went to CGHS wellness centre Trivandrum were I issued my CGHS card for submission with a request application. On asking and explaining them the Wellnes centre refused to accept my application. Finally I met Ayurveda Doctor there and I requested/explained my case. She talked with AD and he also refeused to take my application. Then I went to AD’s office to meet and request for permission to treat in empanneld hospital.. On reaching his office the staff informed him about my arrival there and my wish to meet him. But he directed them to tell me again go to Ayuveda despencery and handover my application. Finally I done it and till date I could not get any response from any where. Myself and wife undergoing treatments and spending huge amounts inspite of all this welfares promises .Al the copy of documents submitted is with me and I am waiting for the Orders.

      In case of emergency either visit CHGS Panel Hospital or get treatment in any other hospital and pay yourself and get the bill reimbursed by CGHS later.

    Prior to retirement I was a holder of CGHS beneficiaries. I retired from service on superannuation from 30.04.2007 and was issued pensioner cards as per the5th CPCs pay scales. After 6th CPC I became entitled for private room as per pay & grade pay are concerned.whereas,I was issued semi private facilities card while issued first time and till date no change could be done.I paid full payment on revised rates as per 6th CPC.for permanent card and accordingly issued permanent plastic card without mentioning the private room benefits though I produced the revised pension copy with my application.
    I want to know whether I am entitled for Private room facilities or not and what to do or whomto approch for correction.
    It is pointed out here that I belong to Kolkata and my wellness centre is Dover Lane (III), Kolkata, W.B..

    I retired on 31-03-2017. In d month April contacted for pensioner card. As PPO was not ready, as per oral advice of CGHS clerk Paid rs6000/- towards 6 months subscrition . CGHS pensioner card was isdued- valid upto 30-09-2017.
    Now i want to life time card for which !revised rates is Rs.1,00,000/-.
    Whther i have to pay Rs. 94,000/- deducting d amount of Rs.6,000/- already paid or full amount of Rs.1,00,000/-

    the above reply suggesting to pay full amount ignoring the amount already paid to get life time card appears to be unjustified.
    Further it seems to be contrary to what was stated in FAQ. – question no. 23 -Cghs.gov.in – wherein it was clarified that a pensioner who contributed 7 annual payemets has to pay the amount equal to 3 years annual subsvription to get life time card.
    Kindly recheck n clarify.

    I am a Central Government pensioner. I want to enroll for CGHS membership. I retired from Trivandrum. Now I reside in Kanyakumari in Tamil Nadu. Can I apply for CGHS card at Chennai which is more convenient for me to get medical treatments since my children and relatives are there. Or is it compulsory for me to apply in Trivandrum which is nearest to my place of residence distance wise? Do pensioners have the option to enroll in the CGHS dispensary of their choice and convenience?

    Sir,I would like to know the following on priority.my father aged 85 years took VRS from DLRL ministry of defense Hyderabad as Scientist D in 1986 in the then scale of 1500-2000 and acquired life time Pensioner card by paying DD as per then rates.his pension was fixed at ₹1386/-and given semi private ward.as on date his pension is ₹53000/-and the post held corresponds to level 12 which entails him for private ward.please clarify whether he has remit any DD for upgrading to plastic card as per present entitlement as the CGHS at Hyderabad is not guiding him properly.vijaymay1964@yahoo.com.

    I am a CGHS beneficiary and my card is registered under Addl Director, Kolkata. Last year I went to AIIMS, Bhubaneswar to remove my gallbladder stone, the surgeon checked my all medical reports and asked me to get cardiologist’s consultation before PAC. The TMT report came positive and it required angiography, i had shortage of fund so i contacted the nearest wellness center and got permission letter from the CMO and went the empanelled private hospital to that city. After angiography it was found two major block in left artery, so the next day angioplasty was done implanting two stents.

    But the gallbladder stone was not removed then.

    Now getting massive pain due to the stone, I am now taking consultancy from cardiologist, diabetes consultant, general surgery in the government hospital as referred by the CMO of my wellness center where my card is attached.

    My question is that can I get treatment in other cghs covered cities out of my state? If so, what is the easy and convenient procedure?

      Madam,my query of 22 June is yet to be answered convincingly.contacting the local AD CGHS Hyd office as yielded no result as they are ignorant of rules and their guidance is not convincing. Vijay.

    My father a cghs pensioner is residing in Kanpur and regular dylisis treatment taken from Regency Renal hospital situated in motijheel but billing at address A2 Sarvodaya Nagar which is an empanelled hospital. Can this hospital refused to treat a cghs pensioner and allow credit when he goes to hospital in emergency conditions or take market rates from the beneficiary for the investigations which are prescribed by the treating doctor of that hospital.

    2- Is there a list of any cghs approved hospital where such treayshould be taken in non-cghs city

    sir, Iam pensioner at Visakhapatnam. In feb 2016 I was issued a Ty card paper. I did not used it so far. Unfortunately it was missed. On the suggestion of authorities I lodged a police complaint and paid Rs 50/- Callahan. Same could submitted at CGHS Hyderabad for issue of new one or for plastic card on 16Nov2018. They said within 1 week phone message will be given to me and collect it. So far no message forwarded to me regarding,

    I am troublesome undertaking treatment as sick person. It is requested that kindly arrange to issuemedical to me at earliest possible for emergency medical treatment.

    My father having cghs card and he is pensioner now, but right now due to cardic arrest he is admitted in cghs empanelled hospital and he is in coma now from last 15 days.
    So i wanted to know is there any time limit in this or if unfortunately he remains admitted for 6 month or more than that so will he get the cghs benefits as long as he need treatment. Because coma is such a stage where we can’t say when patient will get conscious.

    My mother in law aged 90 years is covered under CGHS. Normally she stays with us ( her 1st daughter) in Hyderabad. Presently she is stuck up in Chennai with her 2nd daughter. To day morning she slipped in the house and with lot of pain taken to hospital. On X- Ray it was noticed fracture in hip joint and advised surgery on emergency basis. Talked to local well ness centre in Hyderabad. They informed due to emergency can go a head as advised by Hospital and bills can be submited in due course.

    We went to hospital other than CGHS approved hospitals. Could you please let us know the procedure to reimburse the amount that was already paid at the hospital which was not listed in CGHS approved hospitals. .
