The retired teachers from Andaman And Nicobar Islands who had worked in the Education Department there and are now settled in Delhi are a harried lot, thanks to bizarre interpretation of rules by CGHS honchos. A number of such teachers are denied medical facilities under the Central Govt Health Scheme (CGHS) on the specious plea that they cannot be given the CGHS facility since the same is also denied to employees of the Delhi Administration who are not entitled under rules. Taking this plea, the New Delhi Authorities of Central Govt. Health Scheme is denying this facility to retired teachers of Andaman And Nicobar Administration who are settled in Delhi and NCR after their retirement and ready to forego medical allowance.
One such case is of Mrs. Manjula Pokhariyal, a Retired Teacher from Andaman And Nicobar Administration and widow of Police Officer from Andaman And Nicobar Police, Late Vidyasagar. After her husband’s death she is residing in Noida.
She is running from pillar to post for getting CGHS Card. Authorities are denying on flimsy ground that teachers of Delhi Administration are not entitled for CGHS facilities and so of teachers from Andaman And Nicobar Administration. They care little about the fact that Delhi is a State and Andaman And Nicobar Islands is an Union Territory and teachers and other government employees under the Andaman And Nicobar Administration are Central Govt. Servants for all purposes and not State Govt. Employees like employees of Delhi Govt.
“It is high time that the Andaman And Nicobar Administration took up this issue with the Govt. of India, Ministry of Health and Family Welfare so that hardship of retired teachers from Andaman And Nicobar Administration settled in Delhi can be ameliorated,” urged the teachers.

As per the rule position all Central Govt. employees paid from Central Civil Estimates are eligible for CGHS facilities but in the instant case the criterion of being Central Govt. employee is not fulfilled. The employees working in A&N Islands being a Union Territory get funds from Ministry of Home Affairs under Central Govt. and salaries and pensions of their employees are paid from the fund. CGHS authority has not denied quoting example f Delhi Govt. employees.
